RMSLIMIT
Type  Adverb   (scalar)
Use:  A limit condition based on the RMS of a fit or the data
      themselves.
Null Value:  0 -> very large
Tasks:
  RMFIT.....Fits 1-dimensional polarization spectrum to Q/U cube.
            Restarts the fitting if the Q or U rms if the fit exceeds
            RMSLIMIT (in Jy/beam usually).
