Type: Adverb  (String*24)
Use:  Adverb used to give a reason for flaging a specified set of data.
      Can later be used to identify entries in the flag table to delete
      the flag, i.e. to unflag the data.
Null Value:  ' ' => no reason or one giving task/date/time.
Tasks:
   BPEDT.....Interactive TV task to edit uv data based on BP tables.
   EDITA.....Interactive TV task to edit uv data based on TY/SY/SN/CL
             tables.
   EDITR.....Interactive baseline-oriented visibility editor using the
             TV.
   QUACK.....Flags beginning or end portions of UV-data scans.
   TVCPS.....Task to copy a TV screen-image to a PostScript file.
             REASON if not blank is added at the bottom of the output
             PostScript file.
   TVRGB.....Make TV image from images of true color (RGB) images.
