GETPOPSN
Type:  verb
Use:   Returns the POPS number on the stack.  Thus
            OUTSEQ=GETPOPSN
       sets the output sequence number to the current POPS number.  A
       procedure mught wish to use this to allow more than one version
       of itself to run under different POPS numbers.
