HELP SECTION

NOBAT
Type:  Task
Use:   NOBAT is used to keep other AIPS users with higher AIPS
       numbers from getting much time on the AP.  NOBAT is on
       the list of AP tasks that the a task trying to get the
       AP looks for.  If a NOBAT with a lower AIPS number is
       running, an AP task will wait an amount of time
       proportional to its AIPS number before making a request
       for the AP.  NOTE: NOBAT isn't actually assigned the AP.
       It does nothing but sit there in a hibernate state.
