SMRATES
Type: Adverb (Real array(3))
Use:  Smoothing and clipping of rates output by FRING in the VLBA
      pipeline.  Adverb is defined by VLBARUN & VLBAPIPE run files.
      (1) If > 0, smooth rates (hours)
      (2) Apply median width filter, width in hours
      (3) clip rates following MWF > SMRATES(3) in mHz
Null Value:  0
      Null value (all 0) means rates are not smoothed or clipped.
Procedures:
   VLBAPIPE......Applies amplitude and phase calibration procs to VLBA
                 data.
   VLBARUN.......Applies amplitude and phase calibration procs to VLBA
                 data.
